THE PERFORMANCE OF THE PUBLIC WORKS SERVICE IN IMPROVING ROAD QUALITY IN SOUTH DUMAI DISTRICT DUMAI CITY ABSTRACT By Aulia Dharmawan This study aims to determine and analyze how the Performance of the Public Works Service in Improving the Quality of Roads in South Dumai District, Dumai City and also to find out what obstacles are faced in the Performance of the Public Works Office in Improving Road Quality in Dumai Selatan District, Dumai City. The indicators used include quality of work, quantity of work, implementation of duties and responsibilities. This type of research which is located in Dumai City is a descriptive quantitative research method. This research method was used to examine 33 respondents. Collecting data using observation techniques, questionnaire techniques, interview techniques and documentation. The results showed that the performance of the Public Works Office in Improving the Quality of Roads in South Dumai District, Dumai City was quite good. The inhibiting factor is that the Public Works Office has limited budget, limited human resources, and lack of facilities and infrastructure owned by the Highways Division of the Public Works Office in improving the quality of roads in Dumai Selatan District, Dumai City. Then there are many large vehicles that often pass the highway in South Dumai District, such as buses and heavy trucks, causing the roads to become damaged such as collapsing, cracks and potholes. In addition, the road damage was caused by the resting place of large tonnage truck drivers and there were also workshops in the area, so that the truck drivers parked their vehicles on the shoulder of the road, as a result the road collapsed. The Public Works Office of Dumai City did not coordinate with the Dumai City Transportation Office in preventing road damage. In fact, the Department of Transportation can provide security for trucks that are overloaded and trucks parked on the shoulder of the road
