Evaluasi Penyusunan Rencana Pembangunan Jangka Menengah Desa Pandau Jaya Kecamatan Siak Hulu Kabupaten Kampar Tahun 2017 - 2023

The Village Medium-Term Development Plan (RPJM Desa) is a planning document for a 6 (six) year period and is used as the basis for preparing the Village RKP and Village Budget, for this reason it must be prepared properly. This study aims to evaluate the preparation of the RPJM for Pandau Jaya Village in 2017-2021 and find out the inhibiting factors in the preparation. The evaluation indicators used include the formation of the Village RPJM drafting team, alignment of district development policy directions, assessment of village conditions, preparation of village development plans through village deliberation, drafting of the Village RPJM, and determination of the Village RPJM. The research method used is a qualitative method, by prioritizing interviews as the main data collection tool and strengthened by observation and documentation. The data collected is then used as the main raw material to analyze the empirical conditions of the objectivity of the existence of research objectives at the location studied. The key informant in this study was the Pandau Jaya Village Head, and the informant was the RPJM Drafting Team of Pandau Jaya Village. The type of data used consists of primary data collected using interview techniques, and secondary data collected using observation and documentation techniques. While the data analysis techniques used are data collection, data reduction (grouping), data presentation, conclusion drawing and verification. Based on this analytical technique, the researchers assessed and concluded that in the Preparation of the Medium-Term Development Plan of Pandau Jaya Village for 2017-2023 there were still some that were not in accordance with the Regulation of the Minister of Home Affairs Number 114 of 2014 concerning Village Development Guidelines. The inhibiting factors in the preparation of the Pandau Jaya Village RPJM are the absence of education and training provided by the Kampar Regency Government, the lack of available facilities and infrastructure to prepare the Village RPJM, the absence of assistance from the Kampar Regency Regional Government, and the limited time the team has to be able to working on the Village RPJM. Recommendations that need to be considered, especially with regard to education and training in the preparation of the Village RPJM and assistance from the Kampar District Government, as well as the Village Head in appointing a team must consider the capabilities and availability of time from those who will be appointed
