CRIMINOLOGY REVIEW OF THE PERPRETATORS OF FOREST AND LAND BURNING CRIMES IN THE PELALAWAN DISTRICT OF RIAU PROVINCE ABSTRACT Forest and land fires have always been a problem that always haunts the riau province precisely in Pelalawan regency. The problem of criminal law enforcement against land and forest burners is experiencing confusion, this is because all prevention efforts and sanctions given do not also cause a deterrent effect for perpetrators and communities that incessantly open land by burning, so it needs a criminological review to measure why the crime of arson is difficult to eliminate. The main problems in this study are: 1) What are the factors that cause perpetrators to commit forest and land burning crimes in Pelalawan Regency of Riau Province, and 2) What are the efforts made to eradicate the perpetrators of forest and land burning crimes in Pelalawan Regency of Riau Province. The research methods used in this study use observational approaches. While from the nature of the research is descriptive analytical. Factors causing forest and land burning in Pelalawan regency of Riau province can be from a variety of factors, but the main cause is the factor of human negligence that opens agricultural land by burning intentionally. One of the cases that the author examined was the land burning case carried out by Erwin bin M. Juno at that time was already 42 years old residents of Sungai Buluh Village, Bunut Subdistrict, Pelalawan Regency which had been decided by the District Court 2 years in prison. Perpetrators burn forests and land intentionally even do not know the act of burning forests and land can be punished. There are several factors that cause crime, these factors include: Economic factors, psychological factors, media factors, religious factors, environmental factors, biological factors, spiritual and academic factors, physical and spiritual factors, from the above factors can then be found the reason someone committed a crime, so that a preventive solution can be found. While the Efforts Made To Prevent Perpetrators of Forest and Land Burning Crimes in Pelalawan Regency of Riau Province are: Carrying out Socialization to the Community, Mapping areas prone to forest and land fires (karhutla), Empowerment of village communities, Mitigation Efforts, Conducting Karhutla Patrols (Forest and Land Fires)
