IMPLEMENTATION OF THE REGENT OF PELALAWAN REGULATION NUMBER 24 YEAR 2016 (Study of Withholding Additional Allowances for Civil Servants' Income in the Regional Financial and Asset Management Agency) ABSTRACT T. ROY RAMZALI This study aims to analyze the implementation of the Pelalawan Regent Regulation Number 24 of 2016 Additional Income for Civil Servants and to analyze the factors that hinder the implementation of deductions from the Civil Servant's income allowance at the Regional Financial and Asset Management Agency of Pelalawan Regency. Assessment indicators used are Communication Factors, Resources, Implementing Attitudes, Bureaucratic Structure This research is a survey, the object of research is the Financial and Asset Management Agency of Pelalawan Regency, the sample is all civil servants who work in the Regional Financial and Asset Management Agency of Pelalawan Regency using census Types and sources of data using primary data collected by questionnaires and interviews and secondary data techniques collected by observation and documentation techniques. While the data analysis technique using descriptive quantitative using Likers scale. So the researchers assessed that the implementation of the Pelalawan Regent Regulation Number 24 of 2016 which was related to the Withholding of Additional Income Allowances at the Regional Financial and Asset Management Agency of Pelalawan Regency had not run properly with a score of 3.2 which means the implementation of the Pelalawan Regent Regulation Number 24 of 2016 which was related to the Withholding of Additional Allowances. The income of the Pelalawan Regency Financial and Asset Management Agency is quite good and has not run as expected by the Pelalawan Regency Government and the most dominant inhibiting factor is the inconsistency of Withholding Additional Income Allowances at the Pelalawan Regency Regional Financial and Asset Management Agency
