Dinamika Kebijakan Dalam Penanganan Covid-19 Di Kota Pekanbaru

POLICY DYNAMICS IN HANDLING COVID-19 IN PEKANBARU CITY ABSTRACT DECKIE ASWANDI Research on Corona serve acute respiratory syndrome coronavirus 2 (SARS-Cov- 2) was conducted in Pekanbaru city from April 2020 until the end of PSBB. The Covid-19 virus causes mild disordes of the respiratory system, severe lung infections and even death. Corona Virus infection or what is know as Covid-19 was first discovered in Wuhan City, China at the end of Desember 2019, this virus can attack anyone of all age groups and is very easy to spread quickly to almost all countries, including Indonesia, only a few months after the outbreak. Wuhan, enforcement must be accaompanied by stricter implementation, because there are still many residents who ignore healt protocols. In addition, the impact of the PSBB implementation also has an impact on the community’s economy, giving rise to pros and cons to the issue of distributing direct cash assistance (BLT). The research method uses qualitative research methods as a technique for data collection and direct interviews with informants, namely; The Mayor of Pekanbaru, The Regional Secretary of Pekanbaru City, The Head of civil Service Police Unit, The Head of Health Service, The Expert team, Head of the BPBD, Head of the Social Service, Head of BPKAD and the community. In this study, researchers approached through Dynamics Theory to see the Covid-19 handling policies in Pekanbaru City based on the Four Is, namely : Ideas, interests, institutions and individuals adopted from Geoffrey and Jeremy Richadson in their book why does policy change (2000). Based on the results of researchers conducted through descriptive qualitative approaches and observations and interviews, it was found that the most dominant indicators in the Covid-19 Handling Policy in Pekanbaru City were : Aspects of Ideas and Aspects of Interest and Individual Aspects. Pekanbaru City Government in its Covid-19 Handling Policy, based on the results of observations and interview, the Idea Aspect is one of the baics in the Covid-19 handling policy in Pekanbaru City. Policies in Handling Covid-19 in Pekanbaru City are in accordance with Central Government Policies. There are several factors that hinder the implementation of Policies in Handling Covid-19 in Pekanbaru City, namely the community factors who does no follow health protocols such as wearing masks and maintaining distance, holding gatherings, and continuing to travel during Large-Scale Social Restrictions (PSBB).
