Empowerment6 The importance of an effort to empower the community and institutions in the village area is that it can increase the capacity of the community and members of the institution and can make the community participate in every activity in the village in order to create good governance with community participation in collaboration with the village government and village institutions. Some of the activities that have been planned by the village government which involve the community and institutions as well as to carry out programs and activities in empowering social institutions in Sungai Kayu Ara Village have not been seen optimally according to the information from the author through the pre-survey. There are still problems regarding the implementation of the Obligations of the Pengulu in Sungai Kayu Ara Village. The purpose of this study was to evaluate the implementation of the principal's obligations in empowering village community institutions in Sungai Kayu Ara Village, Sungai Apit District, Siak Regency and its inhibiting factors. The research method used is a quantitative method with data collection through interviews, questionnaires, observation and documentation. The result of the research is the Evaluation of the Implementation of the Obligations of the Pengulu in Empowering the Village Community Institutions in Sungai Kayu Ara Village, Sungai Apit District, Siak Regency in the quite good category. Obstacles that occur in the Evaluation of the Implementation of Pengulu Obligations in Empowering Village Community Institutions in Sungai Kayu Ara Village, Sungai Apit District, Siak Regency in planning development programs are the existence of people who do not participate in carrying out development programs and the length of time for disbursement of funds so that programs development cannot proceed smoothly.
