Efektivitas Pelaksanaan Perkawinan Dibawah Umur Pada Masa Pandemi Covid-19 Ditinjau Dari Undang-Undang Nomor 16 Tahun 2019 Tentang Perkawinan (Studi Kasus Kua Air Dingin )

The effectiveness of the implementation of Law Number 16 of 2019 concerning Marriage as an amendment to Law Number 1 of 1974 Article 7 provides an explanation that marriage is only permitted if a man and woman are 19 (nineteen years old), underage marriage is basically not recommended, the consequences of underage marriage can lead to divorce. In this research, there are several formulations of legal problems, namely as follows. First, how is the effectiveness of the implementation of underage marriage during the Covid-19 Pandemic at KUA Air Dingin in terms of Law Number 16 of 2019 concerning Marriage?. Second, what are the factors that influence the occurrence of underage marriage during the Covid-19 Pandemic at KUA Air Dingin? In this research, the writer uses empirical sociological research, (Observational Research) that is by going into the field to get some data. The data and data sources that the authors use are secondary data, while the data collection techniques that the authors use are observation, interviews and documentation. While the method of drawing conclusions that the author uses in this study is the deductive method, namely drawing conclusions from things that are general to specific. From the results of the research and discussion, the authors found the following: First, on the effectiveness of the implementation of marriage against the age limit for marriage after the enactment of Law Number 16 of 2019 concerning marriage, namely men and women who have been 19 years, there was an increase of 25 couples who doing underage marriages at KUA Air Dingin, compared to 2018 before Law Number 16 of 2019 was enacted there were 5 couples who did underage marriages, this increase occurred because people did not know the latest rules regarding marriage, matchmaking from parents, As for the dominant factor in the occurrence of underage marriages, namely the pregnancy outside of marriage, and the COVID-19 pandemic which makes parents want to marry off their children because the economic pressure is getting worse, other factors are the lack of legal awareness in the community and the indecisiveness of the government apparatus in implementing the Marriage Law. 16 of 2019 concerning underage marriage
