THE QUALITY OF POPULATION ADMINISTRATIVE SERVICES IN THE DESA PEMBATANG KECAMATAN PANGEAN SINGI QUANTITY DISTRICT ABSTRACT Village is the smallest part of the government system of the Republic of Indonesia which has the obligation to protect and fulfill the civil rights of every citizen of goods, services and administrative services provided by public service providers. The 1945 Constitution mandates the state to meet the basic needs of every citizen for the sake of his welfare, so that the effectiveness of a government system is largely determined by the merits of the implementation of public services. The formulation of the problem in this study, What is the quality of population administration services in the village of Pembatang, Pan gean, Kuantan Singingi, what are the inhibiting factors for population administration services in the village of Pembatang, Pan district gean Regency of Kuantan Singingi. This study aims to determine the quality of population administration services in the village of Pembatang, Pangean District, Kuantan Singingi Regency and to determine the inhibiting factors for population administration services in the village of Pembatang, Pangean District, Kuantan Singingi Regency . The theory used in this research is Government, Governmental Science, Village, Village Autonomy, Village Government, Population Administration, Public Service. This research method is qualitative. This research is located in Pembatang Village, Pangean District, Kuantan Singingi Regency. The informants in this study were 9 people. The technique of selecting informants used in this study was purposive sampling and snowball sampling. The results showed that the quality of population administration services in the village of Pembatang, Pangean District, Kuantan Singingi Regency was inadequate because it did not have a village office as a place of service to the community and population administration services were handled by the village secretary alone. The inhibiting factors for population administration services in the village of Pembatang, Pangean District, Kuantan Singingi Regency are facilities and infrastructure, lack of supporting equipment, lack of delegation of authority by the village head to village officials, making it difficult for residents to obtain optimal services
