Implementasi Program Bantuan Langsung Tunai (BLT–Dana Desa) Pada Masyarakat Miskin Di Desa Sungai Kumango Kecamatan Tambusai Kabupaten Rokan Hulu

This research was conducted to determine the implementation of the Direct Cash Assistance Program (BLT-Village Fund) in Sungai Kumango Village, Tambusai District, Rokan Hulu Regency and the inhibiting factors. This type of research is qualitative where the informants come from the Village Head of Sungai Kumango, the Village Secretary/Assistant Team and four participants who receive BLT in Sungai Kumango Village. Data collection techniques are carried out through interviews, observation, and documentation. In this research, descriptive method is used, namely the collected data is classified by type and form and then presented descriptively. There are four indicators in this study, namely communication, resources, disposition, and bureaucratic structure. The results of the study concluded that the implementation of the Direct Cash Assistance Program (BLT-Village Fund) in Sungai Kumango Village had not been said to be optimal because there were still many differences in statements from the program implementers and BLT recipient participants such as the schedule for disbursement of funds that was not scheduled properly, so that the disbursement was carried out in two ways. once a month or every three months, due to previous delays in disbursement of funds can be done twice a month and equitable distribution related to the selection of participants where there is discrimination in the selection. Weak supervision makes officers not optimal in providing services to the community. Another thing that became an inhibiting factor was the occurrence of miscommunication between participants and the BLT committee so that this caused the implementation of the Implementation of the Direct Cash Assistance Program (BLT-Village Fund) in Sungai Kumango Village to be said to be not optimal
