Based on the background above, the authors are interested in conducting research on this matter by taking the main problem that is the implementation of the pawn agreement in the city of Pekanbaru and the responsibility of the pawnshop for damage or loss of mortgaged goods. The research method used in this research is descriptive observational research with data collection tools, namely interviews and questionnaires. The reason the authors took this research method is so that they can assess the effectiveness of existing regulations in the Pawnshop with their practice in society. The results of this study can be concluded that the implementation of the pawn agreement in Pekanbaru City was carried out well, but from the beginning there was an agreement between the customer and the pawnshop not to explain what percentage of compensation for collateral belonging to the customer in accordance with the price of the goods if one day there is damage or loss of goods guarantee due to negligence from the pawnshop or due to natural disasters. this is intended so that in the future the customer does not feel aggrieved when compensated by the pawnshop. And Pegadaian efforts to provide compensation for damage or loss of collateral, if the collateral belonging to the customer is lost or even damaged, it is already stated in the Pawn Proof that the pawnshop will compensate the customer for collateral items in accordance with applicable regulations, but in reality still there happens that the customer feels disadvantaged because the compensation is not in accordance with the price of the goods at the time of the mortgage, this occurs because there is no agreement from the initial agreement on how to compensate for the percent of collateral belonging to the customer if there is damage or loss of goods
