Implementasi Peraturan Daerah Kabupaten Pelalawan Nomor 7 Tahun 2016 Tentang Penyelenggaraan Perizinan (Studi Tentang Izin Operasional Warnet Di Kecamatan Pangkalan Kuras)

The purpose of this study was to determine the implementation of Pelalawan Regency Regional Regulation Number 7 of 2016 concerning the Implementation of Licensing (Study of Warnet Operational Permits in Pangkalan Kuras District). This is to find out the obstacles to the implementation of Pelalawan Regency Regional Regulation Number 7 of 2016 concerning the Implementation of Licensing (Study on Warnet Operational Permits in Pangkalan Kuras District) This type of research is qualitative with data sourced from main informants and informants through interview techniques. Data collection is done through field studies by means of interviews, observation, and documentation. The collected data were classified according to the type and form and then presented descriptively. The results of the study found that the implementation of Pelalawan Regency Regional Regulation Number 7 of 2016 concerning Licensing Implementation (Study of the Warnet Operational Permit at Pangkalan Kuras) as a whole has not been running optimally. Barriers to the Implementation of Pelalawan Regency Regional Regulation Number 7 of 2016 concerning Licensing Implementation (Study on Warnet Operational Permits at Kuras Base) are due to communication that is not carried out continuously, the state of insufficient resources, disposition in supervision that depends on the budget, as well as a bureaucratic structure that is so long. These results conclude that the number of internet cafes that do not have permits in Pelalawan Regency is due to the lack of communication by the government to entrepreneurs, supervision of types of businesses that are rarely carried out, and the length of administrative matters that must be passed in the permit processing process so that people become lazy to take care of operational permits warnet
