Main focus of this study is the implementations policy of developing Human Resource Competences in West Nusa Tenggara Province. The substantial problems are as follows: (1) how the implementation of government policy in developing Human Resource Competences in West Nusa Tenggara Province?; (2) what kinds of factor that support and resist of government policy implementation of Human Resource Competences in West Nusa Tenggara Province?; The theory that use in this research is the policy implementation theory (by Edward III, 2002) consists of communications dimension, sources, and disposition and structure of bureaucracy.
