The European Union’s Accession to the ECHR: Unresolved Issues Evaluated as the suitable conclusion of a process directed to the safeguard of human rights within the EU, the rule of the TEU which prescribes the accession of the EU to the ECHR is still not implemented, even if negotiations have started in 2010. Indeed, in April 2013 a partial achievement has been acquired with the presentation of a draft accession agreement by an ad hoc group of delegates of CoE Member States and the Commission. After a brief account of historical precedents concerning the accession, this paper examines the contents of the draft agreement and the main themes related to it, identifying possible solutions and likely future developments
