The research approach used is normative juridical, law in the form of a statutory approach. The data collection method used is documentation. The primary data source used is the work of Imam al-Mawardi the book al-Ah{ka>m al-Sult}aniyah, specifically regarding the criteria of the minister as an assistant Khalifah (wilayah al-wizarah) and Law Number 39 the Year 2008 concerning State Ministries. This research shows that ministries in Indonesia apply the concept of al-wizarah Imam al-Mawardi theory substantively, this requires conceptual approval in the appointment of ministers as needed and experts in their tasks.
