The war in Ukraine caused more than 6.8 million refugees to flee. This note describes and analyzes the characteristics of the Temporary Protection activated by the European Union to cope with the crisis and, in particular, how the Italian reception system has reorganized itself to cope with the arrival of a number of Ukrainian refugees which to date has exceeded the total of refugees welcomed in reception facilities. Although the reorganization highlights some innovative elements, including the tenders addressed to third sector organizations for 30,000 places with high quality standards, this system reveals a clear difference in treatment between Ukrainian refugees and other refugees
