La desigualdad y la pobreza continúan siendo uno de los principales problemas que enfrenta América Latina, pese a que han pasado poco más de veinte años desde que los programas de transferencias monetarias condicionadas (PTMC) empezaron a implementarse. Estos programas subsidiados buscan estimular el consumo y disminuir la pobreza, y se han convertido en el eje articulador de la protección social de la mayoría de los países de la región, incorporando lógicas particulares de gestión y financiamiento de recursos, y nuevos actores y discursos sobre la pobreza.
