This paper will discuss policy debate of HIV/AIDS governing institutions in Indonesia through qualitative approach of related literatures. First, it will identify the governing institutions from global context up to the national and local level. The AIDS commission will be specifically discussed as its dynamic existence is crucial. Stakeholders’ analysis will be used to see how the institutions relate one another. The second part of this paper will discuss the strategy to strengthen the HIV/AIDS governing institutions.
