Since the first case of HIV reported at 1987, HIV infections keep rising in the key affected population. They are sensitive to the stigma and disclosure issues which may reduce their engagement with the HIV care services. This paper will identify who is the stakeholders from HIV/AIDS stigma challenges in Indonesia by stakeholders mapping from Harrison and Thompson (2015) and the interest versus influence matrix. This paper argues that the AIDS commission in national and local level are having the highest power to influence the stigma issue while the key affected population and supportive communities, regardless their high interest, are having the lowest power to influence the issue.
