Globally, concern have been raised against the quality of teaching and learning driven by international institution such as the United Nations Educational, Scientific and Cultural Organization and agenda of the Education for All policy. In South Africa, the QTL in secondary school remains low and compromised despite the implementation of EFA policy and use of EDOs in South Africa generally and King Williams Town (KWT) in particular.
