Public participation is a vital aspect of developmental local government. A ward committee system was introduced in South Africa, as a channel for driving public participation programmes. This study set out to examine the experiences of ward committee members in Enoch Mgijima Local Municipality (EMLM). The aim was to assess the ward committee system as a vehicle for meaningful public participation in the integrated development planning processes. In 1995 the government formulated the White Paper on the Transformation of the Public Service.
