The article is devoted to the issues of planning and development of urban environment in the Arctic region of the Russian Federation, the city of Murmansk located beyond the Arctic Circle is investigated as an example. The article provides a description of the natural and climatic conditions, characteristic of the latitude of the city, it also gives a detailed analysis of the site development and the microclimate it formed, impacting greatly on the distribution of pollutants in the city's outside air and, consequently, on the comfortable conditions for the northerners living.
