Krisis Otonomi Media Lokal: Analisis Model Propaganda Herman-Chomsky pada Harian Victory News dalam Kontestasi Pemilihan Gubernur NTT 2018

This work aims at how Victory News actually played a role in the propaganda of the dominant elite, especially related to ownership structure during the 2018 TT Governor election. In other words, tracing local media propaganda, this study controls which actors or groups are Victory News as well as who are the oppressed marginal groups who do not. access to the media system. Adopting an instrumentalist political economy perspective, the consequences of this propaganda will be seen through five filters in the Herman and Chomsky Propaganda Model, namely media, advertising revenue, news sources, 'flak' as a means of disciplining the media and ideology as a control mechanism. Using a qualitative approach, the findings of this study show that the different accesses of the elite to the media are responsible for producing different access to news reporting structures. This access results in the following five filters: 1.) Media ownership: News of Victory, the face of the national and local elite kongsi in NTT; 2.) Advertising as a source of income for the News of Victory; 3.) Elite as the main news source; 4.) 'Flak' or criticism as a means of disciplining the media and 5.) Pancasila ideology as a national control mechanism.Karya ini bertujuan mengungkap bagaimana sebenarnya Victory News memainkan peran dalam propaganda elite dominan khususnya terkait struktur kepemilikan pada masa pemilihan Gubernur NTT 2018. Dengan kata lain, menelusuri propaganda media lokal, penelitian ini akan melihat siapa aktor atau kelompok yang mengendalikan Victory News sekaligus siapa kelompok marginal tertindas yang tidak memiliki akses ke sistem media. Mengadopsi perspektif ekonomi politik aliran instrumentalis, konsekuensi propaganda tersebut akan terlihat melalui lima filter dalam Model Propaganda Herman dan Chomsky yakni kepemilikan media, pendapatan iklan, sumber berita, ‘flak' sebagai alat mendisiplinkan media dan ideologi sebagai mekanisme kontrol. Menggunakan pendekatan kualitatif deskriptif, temuan penelitian ini menunjukan bahwa akses yang berbeda dari elite ke media, bertanggung jawab menghasilkan akses yang berbeda pula ke struktur laporan berita. Akses ini menghasilkan lima filter berikut 1.) Kepemilikan media: Victory News wajah kongsi elite nasional dan lokal di NTT; 2.) Iklan sebagai sumber pendapatan Victory News; 3.) Elite sebagai sumber berita utama; 4.) ‘Flak' atau kritik sebagai sarana mendisiplinkan media dan 5.) Ideologi Pancasila sebagai mekanisme kontrol nasional
