A procedure allowing a reliable State Estimation (SE) for active distribution networks, without requiring remote online measurements, is presented. It is based on load modelling techniques and Discrete Step Communications (DSCs) for Distributed Generation (DG). Aim of the paper is to demonstrate the possibility of maintaining the state estimation performances with reasonable management costs for Distribution System Operators (DSOs)
