High school reform under law nº 13.415/2017: what training for the working class?

Research in the Brazilian educational field is consensual as to the perception that high school, the final stage of basic education according to the Law of Directives and Bases of National Education nº 9.394 of December 20, 1996, is a phase that raises debates and reflections due to persistent obstacles to access, permanence and type of training offered to young people. This study started from the problem on the training that is being offered to young Brazilians, especially those from the working class, with the high school reform expressed in Law nº 13.415/2017. It also questions the effectiveness of students’ “choice” for training itineraries and defends the thesis that this reform is a mechanism that will intensify school dualism and deepen inequalities and educational opportunities for young Brazilians by offering a precarious and limited education. The general objective of this study was to analyze the determinants of Law nº 13.415/2017 considering the historical context and possible consequences of this regulation. For this, we used the method of historical-dialectical materialism considered relevant to interpret and analyze reality in a critical-reflexive way and understand the contradictions intersecting with the historical-political-economic and cultural determinations. Documentary and bibliographic research related to the theme was used, presenting what is contained in the documents - laws, resolutions, decrees, ordinances, among others - and in the academic productions carried out on High School. The vertex of this study was the critical analysis of Law nº 13.415/2017 using Content Analysis as a methodological instrument (BARDIN, 2002) based on the following categories: Time spent at school (hour load of the course and Full-Time High School - FTHS); Curricular reorganization (BNCC + Training Itineraries); Duality of teaching and Inequality. It was found that the proposition of a “new” high school by Law nº 13.415/2017 is not real; at other moments in history, equivalent organization, guidelines, in short, approximations between the normative devices were observed – the latter express the ideology that permeates the capitalist society whose relations divide the objectives for the dominant class and the subaltern class. The study showed that this reform will increase educational inequalities and provide young working-class children with a precarious and superficial education; it will be an empty process of knowledge construction. It was concluded that this is another reform implemented in high school whose intention is to meet the capitalist demand by offering professional training, orchestrated to make young people enter the job market.Tese (Doutorado)As pesquisas no âmbito educacional brasileiro são consensuais na percepção de que o Ensino Médio, etapa final da educação básica conforme a Lei de Diretrizes e Bases da Educação Nacional nº 9.394 de 20 de dezembro de 1996 é uma fase que provoca debates e reflexões devido aos persistentes obstáculos quanto ao acesso, à permanência e o tipo de formação oferecida para os jovens. Este estudo partiu da problemática quanto à formação que está sendo ofertada para o jovem brasileiro, principalmente os da classe trabalhadora, com a reforma do ensino médio expressa na Lei nº 13.415/2017. Também questiona sobre a efetividade da “escolha” dos estudantes pelos itinerários formativos e defende a tese de que essa reforma é um mecanismo que intensificará o dualismo escolar e aprofundará as desigualdades e as oportunidades educacionais para os jovens brasileiros por oferecer uma formação precária e limitada. O objetivo geral deste estudo foi analisar os determinantes da Lei nº 13.415/2017 considerando o contexto histórico e possíveis consequências dessa normativa. Para isso, utilizou-se o método do materialismo-histórico-dialético considerado pertinente para interpretar e analisar de forma crítica-reflexiva a realidade e compreender as contradições interceptando com as determinações histórico-políticas-econômico e culturais. Utilizou-se da pesquisa documental e bibliográfica relacionada ao tema apresentando o que consta nos documentos - leis, resoluções, decretos, portarias, entre outros – e nas produções acadêmicas realizadas sobre o Ensino Médio. O vértice deste estudo foi a análise crítica da Lei 13.415/2017 utilizando como instrumento metodológico a Análise de Conteúdo (BARDIN, 2002) a partir das categorias engendradas: Tempo de permanência na escola (Carga horária e Ensino Médio em Tempo Integral - EMTI); Reorganização curricular (BNCC + Itinerários Formativos); Dualidade do ensino e Desigualdade. Constatou-se que a proposição de um “novo” ensino médio pela Lei 13.415/2017 não é real; em outros momentos da história observou-se equivalente organização, diretrizes, enfim, aproximações entre os dispositivos normativos – estes, expressando o ideário que perpassa a sociedade capitalista cujas relações secciona os objetivos para a classe dominante e a classe subalterna. O estudo evidenciou que essa reforma aumentará as desigualdades educacionais e oferecerá para os jovens filhos da classe trabalhadora uma instrução precária e superficial; será um esvaziado processo de construção do conhecimento. Concluiu-se que essa é mais uma reforma implementada no ensino médio cuja intenção é atender à demanda capitalista oferecendo uma formação profissional, instrumentalizada para o jovem ingressar no mercado de trabalho
