Co-building of tools to assess, project and monitor intervention with children out of their homes and away from their families.

Despite the welfare of Veneto Region orders by law to have a case project for each child in out-of-home care (2492 in 2007), data about their outcome are not available and there is not a shared protocol on assessment and projecting. From the welfare perspective it is not possible to have a global picture about interventions, about the different care processes (black box) and about outcome, and therefore it's hard to evaluate. A group of researchers of the University of Padua gathered together policy makers and social workers to co-build a common instrument to assess, project, monitor, evaluate and report the care process of children out-of-home. At the moment we are in the process of co-building the instruments which will be used in 54 cases from 7 different Veneto districts, 26 female and 28 males, 2-16 y.o., 31 in residential care, 14 in foster care, and 9 in assessment. The paper will focus on the steps of sharing, reflection and decision within the process of co-building the instruments, and will present them and their first application
