“Global Risks Report 2013” examines the increasingly important issue of building national resilience to global risks: one of the most useful characteristics of resilience is its ability to help frame the issues under consideration within a systemic approach, which is particularly relevant in specific context of historic and monumental areas, landscape and environment. Resilience, in this perspective, is understood not as a fixed asset, but as a continually changing process.
