The Plan to Discredit the Head of the Soviet Government and its Results (Resolutions of the 10th Regional Conference of the All-Union Communist Party held in Sverdlovsk on 3 June 1930)

The dramatic events of 1928 and 1929 presented a watershed moment in the history of Russia: the Stalin Revolution marked the beginning of the totalitarian era in all spheres of life in the Soviet state. These events were triggered by the debates at the five plenums of the Central Committee of the Soviet Communist Party (CPSU) in April 1928- November 1929. The discreditation of A. I. Rykov - the last right-wing member of the Political Bureau (Politburo) of the CPSU - was carefully and consistenly stage-managed by Stalin. As part of this plan Rykov was sent to present a report on behalf of the Central Committee at the 10th regional conference of the All-Union Communist Party that was held in Sverdlovsk from 3 to 8 June 1930, shortly before the 16th Party Congress. Judging by the fact that the Resolutions of the 10th conference make no mention of the right-wing leaders’ removal from their positions in the Politburo and the USSR Government, Stalin’s plan was only partially fulfilled. Moreover, except for Kabakov, in their speeches, delegates of the regional conference were but moderately critical of the NEP proponents.Драматические события 1928–1929 гг. являются памятной вехой в истории России. «Сталинская революция» установила тоталитаризм во всех сферах жизни советского государства. Импульсом этих событий, генератором перемен стало столкновение идей, методов управления на пяти пленумах ЦК ВКП(б) в апреле 1928 ‒ ноябре 1929 г. Дискредитация А. И. Рыкова ‒ последнего представителя правых в Политбюро ЦК ‒ проводилась Сталиным постепенно и последовательно. Фрагментом этой работы стало направление Рыкова в Уральскую область, на Десятую областную конференцию ВКП(б), проходившую в Свердловске с 3 июня по 8 июня 1930 г., с отчетным Докладом ЦК ВКП(б) в преддверии ХVI съезда партии. Исследование показывает, что план Сталина, направленный на полную дискредитацию А. И. Рыкова, удался только частично. Об этом свидетельствует отсутствие в резолюциях Десятой областной конференции ВКП(б) тезиса об освобождении лидеров «правых» от постов в Политбюро ЦК и в правительстве СССР.
