Bilingual Education: Current Trends and Local Challenges

The present work is a literature-based project to clarify and investigate the current take on bilingualism and bilingual education: what does the research say, what does it look like in the real world, and does it support learning. Similarly, there are three main parts: theoretical framework discussion, a series of vignettes illustrating application, and an analysis of several factors that impact bilingual programmes. Two newspaper articles offering a range of opinions from multiple stakeholders are the starting point to considering concepts surrounding bilingualism. We then discuss education in the 21st century and examine the benefits of speaking more than one language. We follow with a selection of 9 case studies to showcase bilingual education different views, approaches and aims: Canada, Singapore, Guatemala, the US, South Africa, Europe, China, Hong Kong and a closer look at Portugal. Set up variety highlights the interaction of numerous variables here divided also in three levels from micro to macro: programme, context and global view. The intricacy of the bilingual education system defies classification and makes model design and investigation very difficult. Although there is relative consensus in terms of benefits, impartial and purposeful research is needed.Esta dissertação resulta de um trabalho de investigação documental e procura esclarecer as noções de bilinguismo e educação bilíngue: o que diz a pesquisa científica, que formato assumem em termos práticos, e se apoiam ou não a aprendizagem. O texto encontra-se dividido em três partes: enquadramento teórico, uma série de cenários de aplicação e discussão de fatores com impacto em programas bilíngues. O ponto de partida para conceptualização do bilinguismo são dois artigos não-académicos, dando conta das várias perspectivas dos múltiplos agentes. Seguem-se uma resenha sobre a educação no séc. XXI e uma exposição sobre os benefícios de dominar mais de uma língua. Apresentam-se 9 estudos de caso que ilustram diferentes perspectivas, abordagens e objetivos: Canadá, Singapura, Guatemala, EUA, África do Sul, Europa, China, Hong Kong e um olhar mais crítico sobre Portugal. A diversidade de contextos atesta a interação de inúmeras variáveis aqui também divididas em três níveis, de alcance crescente: programa, contexto e visão global. O desafio da classificação no universo da educação bilíngue torna definição de modelos e estudo extremamente difíceis.
