A reflection about the Local Power can only be envisaged through doctrinal constructs aimed at admitting a kind of political decentralization within the unitary State. The specificity of the Tunisian case can be explained by the political changes that have affected Tunisia since January 2011. For this reason, the question should not be considered only in terms of the positive law, but it is part of a continuum, hence the relevance to be situated in its context: between the old regime and the revolution.
