This policy brief looks at the way public procurement frameworks (PPFs) can help the uptake of Energy Service Contracts (ESC) among public sector organisations and makes the recommendation that public policy should support and promote them. It also examines the uptake of ESCs in the commercial sector and suggests alternatives to PPFs that would work better in that sector
