The paper summarized the theory and the concept of modernization of national economy with the definition of specific regional level, studies the role and benefits of cluster component in the mechanism of the modernization of regional economic policies and consequently developed a model process and form clustering mehaklastera banking sector and region 'Slobozhanshchina.У роботі узагальнено теорії і концепції модернізації національної економіки з визначенням специфіки регіонального рівня, обґрунтовано роль та переваги кластерної складової в механізмі модернізації регіональної економічної політики та як наслідок розроблено моделі процесу й форми кластеризації банківського сектора й мегакластеру єврорегіону «Слобожанщина»
