Our Constitution tells us that it aims to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity. But these grand words must to some extent be discounted. Because of the three-fifths rule, which tacitly condoned human slavery, for example, the original Constitution fell short of promising liberty and justice for all. At best, the document seems to represent a compromise. But with what?
