Continuità  e discontinuità  linguistiche nei discorsi programmatici del governo italiano (1948 - 2008)

This thesis deals with the language used in the 57 policy speeches given since 1948 in Parliament by the Italian Prime Ministers when they took office. The aim was providing an outline of this discourse genre and identify the constant elements and changes that have occurred over the last 60 years. The first stage envisaged the use of quantitative analyses through text statistics methods to identify a few strains of research to be further investigated from the linguistic viewpoints by analysing textual mappings, syntactic structures, lexical and semantic choices and by providing a short description of specific rhetorical patterns. The analysis highlighted the stereotypical nature of this text-type, inevitably connected to the markedly institutionalised context of its utterance: the discourse structure has remained virtually unchanged over the years; opening structures, tributes and greetings clearly mark the ceremonial function of the text; all the speeches included in the corpus maintain stable syntactic structures typical of bureaucratic and legal language (e.g. non-finite verb structures, frequent nominalisations, the prevalence of noun phrases as compared to verbal clauses), as well as other patterns such as structures resembling slogans and aphorisms or lists. Also at the lexical and semantic levels, all 57 texts share common features such as the institutional, economic and financial semantic fields. On the other hand, the relatively uniform picture shows a budding evolution provided by the temporal development of discourse modes. The analyses carried out on different linguistic levels show that it is not the President’s personality the main factor determining language traits: rather, it is diachronic evolution that defines certain changes in the communication modes of the 57 speeches. While the speeches held in the post-war period are mainly technical in character, political programmes play a greater role in the speeches given from the beginning of the 1960s to the end of the 1980s. Starting from the beginning of the so-called “Second Republic”, signals have emerged of a transition towards a more flexible approach that, from the linguistic viewpoints, led to shorter and more “user-friendly” structures that, especially in the cases of Berlusconi, Prodi and D’Alema, seem to address the speech not only to Parliament but to the electorate in general. In this respect, the language of policy speeches may be said to be slowly changing, possibly influenced by the overall spectacularisation of politics and political language.Questo lavoro si occupa del linguaggio dei 57 discorsi programmatici che ogni Presidente incaricato ha presentato al Parlamento dal 1948 ad oggi, con l’obiettivo di tracciare un profilo del genere discorsivo e di individuare gli elementi di continuità e le eventuali fratture in questi primi sessanta anni. Grazie a un’indagine iniziale di tipo quantitativo, con strumenti della metodologia statistica testuale, sono state individuate alcune piste di ricerca che sono state poi approfondite sul versante linguistico attraverso lo studio della testualità, delle costruzioni sintattiche, delle scelte lessicali e semantiche, accennando anche ad alcuni particolari usi retorici. Ne emerge un quadro che da un lato mette in luce la ritualità della tipologia testuale, legata ovviamente a un contesto di enunciazione fortemente istituzionalizzato: la struttura del discorso si mantiene sostanzialmente uguale negli anni; formule di apertura, omaggi e saluti marcano in modo netto la dimensione cerimoniale del testo; risultano stabili in tutti i discorsi del corpus strutture sintattiche tipiche del linguaggio burocratico e giuridico (si pensi alle costruzioni implicite, le frequenti nominalizzazioni, la prevalenza del sintagma nominale su quello verbale) ma anche altre di natura diversa come formule che richiamano lo slogan e l’aforisma, o ancora strutture elencative. Anche sul piano lessicale e semantico, si possono individuare come denominatore comune dei 57 testi alcune aree, ad esempio quella istituzionale e quella economica e finanziaria. D’altro lato, in questo quadro piuttosto uniforme si individua un fattore di evoluzione che è dato dallo sviluppo temporale delle prassi discorsive. Le analisi svolte sui vari piani del linguaggio delineano come non sia la personalità del Presidente a determinare le peculiarità linguistiche: è l’evoluzione diacronica a definire alcuni punti di rottura nella modalità comunicativa dei 57 discorsi. Al carattere prevalentemente tecnico dei discorsi della fase della Ricostruzione, segue una tendenza maggiore alla programmazione politica nei testi pronunciati da inizio anni Sessanta a fine anni Ottanta. A partire dall’inizio della cosiddetta Seconda Repubblica si registrano segnali di un cambiamento in una direzione meno rigida, che predilige, sul fronte linguistico, costruzioni più brevi e fruibili e che – con Berlusconi, Prodi e D’Alema- sembrano spingere il testo anche fuori dall’aula parlamentare, con richiami all’elettorato. In questo senso sembra che il linguaggio del discorso programmatico stia lentamente cambiando, toccato probabilemnte da quella genereale spettacolarizzazione della politica che coinvolge il linguaggio politico più in generale
