This paper discusses some of the policy and program issues in rural manpower development. It ~tarts with a brief discussion of the main changes taking place in rural America. It then analyzes the problems of migrant workers; rural industrialization; rural manpower problems and programs; the applicability of workmen's compensat1on. unemployment insurance,and minimum wages to agricultural workers; and the extent of and prospects for collective bargaining in agriculture. We conclude with a summary of some of the main issues in rural manpower development.Ray Marshall Center for the Study of Human Resource
