This report on occupational training in Texas is the product of a policy research project conducted at the LBJ School in 1981-82, under grants from the Lyndon Baines Johnson Foundation, the Hogg Foundation, and the Ford Foundation. The study analyzes three major types of training programs--firm-based training, postsecondary vocational education, and CETA programs--and analyzes the extent to which each has succeeded in resolving the dilemmas that are common to all forms of occupational training.
