In this work we provide a review of deterministic mathematical models in epidemiology and, with more detail, of COVID-19 mathematical models. Then we review optimal control applications to various epidemiological models, with more in-depth on COVID-19 control strategies. Finally we test the most paradigmatic COVID-19 models with some carefully designed cost functionals that account both healthcare and economic costs
