Sanitary and phytosanitary measures are intended to allow countries to protect the health of animals, humans and plants. Sanitary and phytosanitary measures (SPS) may require pest-free products to be inspected, treated, tested and processed. Countries can issue a general authorisation for the import of agricultural products or require an import permit with specific requirements to enforce SPS measures. Invasive agricultural pests have the potential to be carried by fresh fruits and vegetables. Quarantine pests can be introduced into a new area via consignment movements or transportation.
