The USA’s engagement with international human rights is fractious. The UN treaty bodies monitor UN Member States’ implementation of human rights treaties, which takes place through cyclical reviews. The treaty bodies are led by independent human rights experts, and, in recent years, civil society organisations have also been able to submit reports to these reviews. In order to provide an example of how the USA interacts with international human rights, this article uses the case study of the USA’s engagement with the Human Rights Committee (‘the Committee’) on the question of capital punishment.
