COLLABORATIVE GOVERNANCE DALAM PENGEMBANGAN KOTA LAYAK ANAK DI KOTA BATU

Batu City is currently implementing the development of a Child Friendly City (KLA). In the process of developing a Child Friendly City, commitment and the role of various parties are needed to make Batu City a Child Friendly City, not only from government agencies but also from the community to the business world. So far, there have been programs, activities and policies that accommodate the needs and rights of children in Batu City. This research was motivated by the many cases of child abuse in Batu City and the incessant child-friendly city program. This child-friendly city program explains the development of child-friendly cities/districts based on collaboration (collaborative governance). The child-friendly city program is a development system based on children's rights through the integration of government, community and business commitments and resources that are planned in a comprehensive and sustainable manner in policies, programs and activities to ensure the fulfillment of children's rights. This research was conducted in the Sector of Women's Empowerment, Child Protection, Women's Empowerment Service, Child Protection, Population Control, Family Planning, Batu City. Using descriptive qualitative method. The purpose of this study was to find out how Collaborative Governance in the development of Child Friendly Cities in Batu City. In addition, to find out what are the inhibiting factors in developing a child-friendly city. By using Collaborative Governance indicators, namely initial conditions, sharing understanding, leadership and temporary results. The results of this study indicate that the development of child-friendly cities in Batu City is quite successful with the formation of child-friendly villages and child-friendly schools as well as strengthening the task force for child-friendly cities
