Pandemics covid-19 make the community were to limit the activity of, but the government should to run their as public service. Kutai Kartanegara Regency has one of the highest population in East Kalimantan and is widely spread, so not all have access to government offices in managing population documents. In order to improve services to the publics, the Population and Civil Registration Office of Kutai Kartanegara Regency carried out an innovative online service by D'Lacak. D’Lacak Online services having ten a variety of services are the issuance of family card, Id-card, Marriage certificate, birth certificate, death certificate, skpwni, skdwni, the improvement of data, synchronization data, and a list of a document already distributed This study aims to determine the implementation of services and the inhibiting factors in the D'Lacak online service at the Population and Civil Registration Office of Kutai Kartanegara Regency. A method was used in the study in descriptive observation, qualitative based on the results interview, and documentation that is. The outcome of the findings researchers show d’lacak services including service innovation that runs well proved by the establishment of an increase in the number of the service users. D’lacak services also has a special team in running dlacak services who have been given a team name bekias with the aim that helps reducing the burden on the employees work in the population and civil registration Kutai Kartanegara. Factors which hinder from the study is the readiness of the individual or the community in adapted to digital population administration and lack of a comprehensive socialization massive to the society as an promotion d’lacak services
