PELAKSANAAN PENGELOLAAN KEUANGAN DAERAH MELALUI SISTEM INFORMASI PEMERINTAHAN DAERAH (SIPD) DI KOTA BATU

Recently, the local government's financial performance has not shown good results. A number of problems such as planning data information that has not been based on accurate data, planning that is often not on target, planning data and budgeting data that are not connected to each other and information data is not directly integrated and is not connected to the central government. The presence of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems then becomes a system that is applied to each region in the implementation of financial management. The Regional Government Information System (SIPD) aims to make data in each region directly integrated with the center, especially in financial management. This study aims to see the implementation of regional financial management through the Regional Government Information System (SIPD) in Batu City. The method used in this study is a qualitative research with a descriptive approach in compiling the results of the data obtained from the data collection process. Data collection techniques in this study were carried out by observing the Regional Finance and Assets Agency (BKAD) of Batu City and conducting interviews with research informants and taking documentation in the form of supporting documents as a sign of the validity of the data. In this study, the author looks at the implementation of regional financial management in Batu City in accordance with the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems (SIPD). The results obtained from this study are regional financial management through the Regional Government Information System (SIPD) in Batu City based on the Minister of Home Affairs Regulation Number 70 of 2019 and does not have special rules for the scope of city regulations. In the management of regional finances through the Regional Government Information System (SIPD), this has not run optimally. This can be shown from the implementation of regional financial management through SIPD which is only carried out at the planning and budgeting stages. Meanwhile, the administration and reporting stages have not been implemented through the Regional Government Information System (SIPD) but are still using the Regional Management System (SIMDA) application. The implementation of financial management through the Regional Government Information System (SIPD) in Batu City also has a number of obstacles. The obstacle that is often encountered is the time limit in inputting data into the Regional Government Information System (SIPD), the problem of internet network is still slow due to simultaneous access
