KERJASAMA TATA KELOLA PEMERINTAHAN (NETWORK GOVERNANCE) PEMBANGUNAN LINGKAR WILIS SEBAGAI UPAYA MENINGKATKAN KESEJAHTERAAN MASYARAKAT (Studi Di Bagian Tata Pemerintahan Dan Kerjasama Sekretariat Daerah Kabupaten Ponorogo)

This study aims to determine how the pattern of governance cooperation (network governance) for the development of the Selingkar Wilis is formed, and to find out the role of the Ponorogo government itself in governance cooperation in the development of the Selingkar Wilis as an effort to improve the welfare of the community. The purpose of the development of this wilis circle is to harmonize regional government development programs, as well as to optimize the management of potential and resources effectively and efficiently. The method used in this study uses a descriptive qualitative approach. The subject of this research is the Sub-Division of Regional Administration and Cooperation, the Division of Governance and Cooperation, the Regional Secretariat of Ponorogo Regency. The theory used in this study is Network Governance from Keith G Provan, where the indicators consist of the stakeholders involved, the authority of each stakeholder, and the purpose of the collaboration. The results of the research are that the cooperation in governance (network governance) for the development of the wilis ring, especially in Ponorogo Regency, has many significant impacts based on the cooperation in governance of the development of the wilis ring, such as the formation of roads connecting the Ponorogo Regency area with other regions, and the formation of road access that is traversed by damri buses that can be utilized by the people of Ponorogo Regency
