PENGEMBANGAN PARIWISATA PADA DESTINASI PARIWISATA ALAM NON PENDAKIAN JOBEN ECO PARK BERBASIS COMMUNITY-BASED TOURISM (CBT)

The need to strengthen tourist attractions in the Joben Tourism Area which has long been neglected due to conflict and with its wealth of potential further reinforces the need for tourism development in the area. P.8/MENLHK/SETJEN/KUM.1/3/2019 provides an opportunity for the community in the Forest Utilization Zone of Mount Rinjani National Park which was later known as Non-Climbing Nature Tourism to carry out tourism business activities, considering these two things BTNGR, KMPH Sadar Lestari, and several women's farmer groups in Pesanggrahan Village collaborate to create natural tourism objects based on conservation, education and community empowerment. In this study, the author uses a qualitative descriptive method to see and describe the extent to which Community-Based Tourism (CBT) is being implemented in tourism development involving the community as the main stakeholder which then gave birth to the Joben Eco Park (JEP) as a new tourist attraction in the Joben Tourism Area. Using interviews and field observations, the researchers analyzed the application of CBT principles and the factors that hinder them. Researchers found that the development of community-based tourism in JEP tourism objects involved 4 important actors, namely BTNGR, KMPH Sadar Lestari, KWT Subur Ceria and KWT Andar Nyawa. So far, the strengthening factor of the tourism development is the facilitation built by BTNGR in the community around the area so that it strengthens the desire to process and share tourism knowledge together, but in the process there are still some weaknesses that can threaten the quality of community empowerment, namely forms of cooperation that have not been developed. formal and still relative in nature and the absence of an important actor who has full authority to improve the welfare of the community, namely the Pesanggrahan Village Government. In addition, access to information about incentives for each stakeholder is still limited and member fees are still being applied in several major activities, which are challenges that must be resolved in the future. Based on the results of these studies, the authors suggest that further research be carried out to strengthen the stakeholder network and the involvement of the Village Government which plays an important role in improving the welfare of the community and the need to establish cooperation with actors engaged in various other fields of tourism services
