ANALISA PENYEBAB TIDAK EFEKTIFNYA MERIDA INITIATIVES DALAM PEMBERANTASAN KARTEL NARKOBA DI MEKSIKO (2007-2018)

This research was motivated by the existence of a security cooperation between Mexico and the United States called the "Merida Initiatives" which led to an increase in violence, the number of drug cartels, the influence of drug cartels, and corruption of officials in Mexico. The increase in these things indicates the weakness of the Merida Initiative, so this research will analyze the factors that cause the ineffectiveness of the Merida Initiative. The purpose of this study is to analyze the influence of the pillars of the Merida Initiative on the development of drug cartels, the increase in the number of victims of violence, the problem of corruption in Mexico and the development of drug production in Mexico. The factors causing the ineffectiveness of the Merida Initiative are explained using a concept called The Balloon Effect. The concept will explain the "cause" factor using a simple analogy that seems interesting and easy to understand. The anomaly that is at the core of the emergence of research is that a policy is created to solve a problem, but why has the Merida Initiative actually created new, more serious problems. This research method uses qualitative methods using secondary data presented descriptively. The results of this study indicate that pillars one, two, three, and four of the Merida Initiative are associated with an increase in the number of drug cartels in Mexico, chaos in the US-Mexico border area, threats to society, and the production of synthetic drugs after burning of agricultural land. drugs by the government
