IMPLEMENTASI FUNGSI PENGAWASAN DPRD TERHADAP PELAKSANAAN PERATURAN DAERAH DI KABUPATEN MALANG (STUDI DI DPRD KABUPATEN MALANG)

The supervisory function is one of the management functions to ensure the implementation of activities in accordance with the policies and plans that have been determined and to ensure that the objectives can be achieved effectively and efficiently. DPRD in carrying out its supervisory function, on the implementation of regional regulations and APBD. However, the facts on the ground show that practically the implementation of the supervisory function cannot be said to be running well. There are many obstacles or obstacles that can affect the implementation of the supervisory function. One of the obstacles is that there are still many department heads who do not come to meetings with members of the Malang Regency DPRD. With these obstacles, it can have an impact when discretion is carried out during meetings in the implementation of the supervisory function. This research was conducted in the DPRD Malang Regency. This thesis uses a descriptive research method with a qualitative approach. Meanwhile, the data collection technique was carried out by observation, interviews, and documentation. As for the research subjects include members of the DPRD Malang Regency. The purpose of this study was to find out how the implementation of the DPRD's supervisory function on the implementation of regional regulations in Malang Regency. In addition, to find out what are the obstacles in the function of supervising regional regulations in the Malang Regency DPRD. By using indicators of policy implementation, namely communication, resources, disposition, and bureaucratic structure. The results of this study indicate that the implementation of the supervisory function of the Malang Regency DPRD has been going well, but there are still obstacles, often the head of the service does not come. This has an impact when the discretion will be carried out in the meeting so that the supervisory function does not run optimally
