On the basis of the comparison of conflict of interest regulation in Great Britain, France and Sweden, this dissertation set out to understand how anti-corruption policy became a case of what I have termed ‘divergent convergence’. Indeed, while conflict of interest regulation in the three countries grew increasingly alike between the 1990s and the 2010s with the adoption of similar instruments (public interest registers and codes of conduct), these instruments were actually implemented in strikingly different ways in the three contexts, resulting in significant divergence in practice.
