PERAN PROGRAM TALISERAT (TAMAN LITERASI SEKOLAH DAN MASYARAKAT) DALAM UPAYA PEMBERDAYAAN EKONOMI MASYARAKAT:STUDI KASUS DI DPAD INDRAGIRI HILIR PROVINSI RIAU

This study aims to know the role of the library service and local archive in an effort to empower the economy against society's poverty in the TALISERAT program. The results presented by the researcher are in accordance with the theory which is proposed by Sutarno, namely the role of the library on how to influence the big community around the library. The method that the researcher uses is a descriptive qualitative method with data collection techniques using observations, interviews, and documentations. In this study, the researcher used the analysis of Miles and Huberman, namely data reduction, data presentation, and conclusion. The results of this study indicate that economic empowerment activities against society's poverty through the TALISERAT program are directing a reading culture which is carried out by a socialization followed by activities from mobile libraries in improving the capacity by providing adequate facilities and infrastructure. (1) An education to empower the society's economy by providing appropriate information literacy through teaching and learning processes in schools, in public places such as libraries and society's reading parks and an education in a family.. (2) Socialization, this activity is done by inviting students and the society to want to read to support intelligence and attracting people to want to visit the library to read books, so it can create a critical and broad-minded society (3) the improving of capacity with mobile libraries, this activity is done by inviting people to visit mobile libraries and make a skill based on references from books available in mobile libraries. (5) The empowerment in this research raises the position of society in the economic field by conducting a guidance. The learning process is guided by motivators who motivate society to make a business that increases the selling value of goods which are easily obtained. The guidance of this discussion is carried out using the Brainstorming method in providing guidance and consultation on administrative management such as preparing facilities and places for reading that are prepared in the TALISERAT program. It requires librarians to work hard in facing challenges and looking for new opportunities to create creativity that has high selling value, so the efforts of the library service and regional archives can play a role in empowering the economy against society's poverty optimally. The recommendations in this research are information literacy and economic empowerment efforts to eradicate poverty that must be further developed, so the society can easily choose and manage information to be able in empowering the economy well
