International audience2007 marks the 10th anniversary of Burma’s accession to the Association of Southeast Asian Nations (Asean). Yet, it is with China and India that the Burmese regime has the most substantial partnerships today. Asian countries agree on the need to interact with the Burmese leadership in spite of its appalling human-rights record. They dismiss as ineffective and even counter-productive the punitive strategy aimed at regime change preferred by Western countries.
