Aménagement et décroissance territoriale, vers une approche transfrontalière

This thesis focuses on the territorial shrinkage in France's northeast cross-border areas. In these territories, at the contact point between Germany, Belgium, France, Luxembourg and Switzerland, depopulation spaces appear. This consequently raises spatial planning issues.Shrinkage has been explored as a research subject. It appeared in the 1970s in the United States of America against a background of industrial crisis. It has also been further developed in Germany and in many other countries; however, the research is today still in its infancy in France. By analysing the territorial shrinkage in a cross-border context, this thesis contributes to the literature on a barely touched on topic.Shrinkage will be analysed with a systemic approach using three entry points: using a spatiotemporal and multiscale analysis, becoming acquainted with the experience of shrinkage, and considering its governance. The methodology used will involve both statistical and cartographic methods, qualitative interviews, and surveys of planning procedures. This research protocol put into light manifestations of decline and the variety of their impacts in terms of urban planning and development, with a possible societal valorisation in the spheres of regional decision-making.Therefore, this PhD bears innovative potential. First, it will push forward knowledge on the complexity of territories, connecting practices, representations, and governance. Afterwards, it will contribute to “border studies” and a better knowledge of cross-border dynamics, through the specific planning issue raised by shrinkage. Finally, it will propose comparative tools for explaining and understanding decline trends in five different countries.Le travail de recherche porte sur la décroissance territoriale dans l'espace transfrontalier du nord-est de la France. Dans ces territoires au point de rencontre entre Allemagne, Belgique, France, Luxembourg et Suisse apparaissent des poches de dépeuplement soulevant des défis d’aménagement en termes de gestion démographique et d’accessibilité aux services.La décroissance est un sujet de recherche apparu dans les années 1970 aux États-Unis dans un contexte de crise industrielle. Il s’est par la suite développé en Allemagne et dans de nombreux autres pays, mais reste embryonnaire en France. En l’analysant en contexte transfrontalier, la thèse contribue à cette littérature scientifique sur un thème encore non défriché.Le processus de décroissance est ici analysé de façon systémique à l’aide de trois entrées : faire appel à une analyse territoriale spatio-temporelle et multiscalaire, prendre connaissance du vécu de la décroissance et tenir compte de sa gouvernance. La méthodologie employée a trait à la fois à des analyses d’ordre statistique et cartographique, à des entretiens qualitatifs et à des enquêtes sur les procédures d’aménagement. Ce protocole de recherche donne à voir les manifestations de la décroissance et la variété de leurs répercussions en termes d’aménagement et d’urbanisme avec une valorisation sociétale possible dans les sphères de décision régionale.Ainsi, cette thèse de doctorat laisse envisager un certain potentiel d’innovation. Tout d’abord, elle fait progresser la connaissance sur la complexité des territoires entre pratiques, représentations et gouvernance. Ensuite, elle contribue aux « border studies » et à une meilleure connaissance des dynamiques transfrontalières, à travers l’enjeu d’aménagement de la décroissance. Pour finir, elle propose des outils comparatistes d’explication et de compréhension des tendances à l’œuvre dans cinq pays différents
