This dissertation addresses the question of whether the Thai state is already a developmental state or could readily become one early in the 21St century. To begin with it identifies the two principal conditions that have to be satisfied, namely commitment to develop and state capacity to influence development. The latter of ‘which in turn depends on the state’s general authority (legitimacy) and its general regulatory capacity. The focus of the dissertation is on the particular capacities that can be said to characterise a developmental state in the present era.
